Are excelent troops always excellent?  For example, will an ogarth still have excellent troops on defense?

Yes, they will remain excellent but they are only 90% of their current effectiveness.

Odin on defense oragth troops behave the same as weak troops. This is the big weakness of oragths.

Another quick question about troops.  The manual says (and I quote)  "The defender has an advantage, but they will only be able to capitalize on that advantage when they have enough firepower. In other words: if the defender has enough firepower to wipe out the attacker before they can organize, all attackers will be killed without killing a single defender! If they can't manage to wipe out the attacker before they can organize, then both sides will fire at the same time, causing equal damage (no advantage to defender or attacker)."  This implies that the defender only fires first if they can completely kill the attacker.  Is this true?  Because I frequently hear that defending troops always fire first, no matter what.

They fire at the same time. Wiping out the attacker is a bug.
